When two people engage in mutual combat , which one receives penalty

Is it one person , or both people who were involved in the fight who are penalized? Or is it usually only the aggressor who finds themselves in trouble? From what I understand legally , to push or shove someone is a "preventative measure" , though to punch someone is "punitive." Correct? I also understand that people can defend themselves within reason , without using excessive force . You may use force to the same or lesser degree of the attacker. For example: if someone puts there finger on your chest and pushes you back a little , it would be quite extreme to haul off and bruise or bloody their face , or hit them with an object. Right...?
